Subject: Complaint regarding illegal encroachment on public road and misuse as private space at Nilmoni Bagan, Hridaypur (Ward No. 31)
Respected Sir/Madam,
I, Swagata Roy Majumder, a resident of Nilmoni Bagan, Hridaypur (Back of Broti Sangha Club), Ward No. 31, under Barasat Municipality, Kolkata – 700127, wish to lodge a formal complaint regarding a serious civic issue in our locality.
For the past approximately 6 years, construction materials such as bricks and sand have been kept on the public road, effectively encroaching upon it and reducing the usable space for residents. The road is being used as if it were a private courtyard, causing continuous inconvenience and obstruction to normal public movement.
It is important to state that roads constructed with taxpayers’ money are public property meant for common use. No individual has the legal right to use such public roads as a private courtyard or for personal storage. This act is illegal and violates the fundamental right of citizens to free movement.
In addition, the adjacent drainage system is in a neglected and unhygienic condition, leading to water stagnation and increasing the risk of mosquito-borne diseases, which is a serious public health concern.
Despite informing the local councillor multiple times, no effective action has been taken so far.
Therefore, I humbly request you to:
Immediately remove the illegally dumped bricks and sand from the public road
Stop the misuse of the public road as a private courtyard
Restore the road for proper public use
Clean and repair the drainage system to ensure proper water flow
Take necessary legal action against the persons responsible for this illegal encroachment
I am attaching photographic evidence for your reference and necessary action.
